餐补算工资。根据《个人所得税法》和《个人所得税实施条例》规定，餐补是工资、薪金所得。根据《中华人民共和国个人所得税法实施条例》第八条第一款的规定：工资、薪金所得，是指个人因任职或受雇而取得的工资、薪金、奖金、年终加薪、劳动分红、津贴、补贴以及与任职或受雇有关的其他所得。个人取得的所得，只要是与任职、受雇有关，不管其单位的资金开支渠道或以现金、实物、有价证券等形式支付的，都是工资、薪金所得项目的课税对象。一般生活困难的补助免征个人所得税；发放给职工的供暖费补贴、防寒费、防暑费，餐费，节日补助、已实现货币化的住房补贴、交通补贴、车改补贴、通讯补贴，应纳入工资总额管理，并计征个人所得税。

个人所得的形式，包括现金、实物、有价证券和其他形式的经济利益；所得为实物的，应当按照取得的凭证上所注明的价格计算应纳税所得额，无凭证的实物或者凭证上所注明的价格明显偏低的，参照市场价格核定应纳税所得额；所得为有价证券的，根据票面价格和市场价格核定应纳税所得额；所得为其他形式的经济利益的，参照市场价格核定应纳税所得额。
