第二条 在中华人民共和国境内从事资本运作，应当遵守本法。
第三条 本办法所称资本运作投资，是指在政府政策导向下，个人所拥有的资本通过自然、自律、自治的方式，使资金重新组合进行二次分配，从而给社会和个人带来效益的一种经济行为。
第四条 从事资本运作投资，应当遵循自愿、平等、公平、诚实守信的原则。
