问题	土地永久性转让合法吗
释义	不合法。土地是国有的，转让的只有使用权，而使用权根据土地的使用性质是有不同年限的，不存在永久性转让的。法律依据：《城市房地产转让管理规定》第十一条：以划拨方式取得土地使用权的，转让房地产时，按照国务院的规定，报有批准权的人民政府审批。有批准权的人民政府准予转让的，除符合本规定第十二条所列的可以不办理土地使用权出让手续的情形外，应当由受让方办理土地使用权出让手续，并依照国家有关规定缴纳土地使用权出让金。
