释义	根据法律规定，拘留由公安机关执行。公安机关办案人员认为需要拘留犯罪嫌疑人时，应填写《呈请拘留报告书》，注明有关犯罪嫌疑人的情况和拘留的理由，呈报公安机关负责人审查批准，签发拘留证；检察机关拘留犯罪嫌疑人，由办案人员提出意见，部门负责人审核，检察长决定，再送达公安机关执行。法律依据：《刑事诉讼法》第八十三条：公安机关在异地执行拘留、逮捕的时候，应当通知被拘留、逮捕人所在地的公安机关，被拘留、逮捕人所在地的公安机关应当予以配合。
