释义	办理预告登记不是必须的，但是为了保证当事人的利益，最好申请办理预告登记。“预告登记”是市房产局依据《房屋登记办法》新开展的一项登记业务，是为防止开发商“一房二卖”、保护购房人将来实现房屋物权的一种登记行为。据介绍，房屋权属证书不再是房屋权利的唯一合法凭证，房屋登记簿的证据效力将高于房屋权属证书。房屋权属证书、登记证明与房屋登记簿记载不一致的，除有证据证明房屋登记簿确有错误外，以房屋登记簿为准。
