释义	法律分析：加盟后没有开店，没有实际经营，如果时间不长，没有使用加盟公司的经营资源的情况下，可以退加盟费，这种情况一般在“加盟冷静期内”，加盟商有单方解除加盟合同的权利。但是如果时间过长，即使没有开店，例如加盟合同已经到期终止的情况下，一般也不能退加盟费。法律依据：《商业特许经营管理条例》第十二条规定，特许人和被特许人应当在特许经营合同中约定，被特许人在特许经营合同订立后一定期限内，可以单方解除合同。
