释义	法律分析：债权人转让债权须与受让人达成转受让债权的协议。达成协议只是合同成立，但未生效。合同成立后，债权人应及时地(合理期限)将债权转让的实事用合适的方式通知债务人，债务人须接到债权转让的通知且知道了通知的内容，此时，转让合同开始生效。所以，转让合同生效的条件具备之时，也就是生效时间的开始之时。法律依据：《中华人民共和国民法典》第五百四十六条债权人转让债权，未通知债务人的，该转让对债务人不发生效力。债权转让的通知不得撤销，但是经受让人同意的除外。
