区公安局长由谁任命？

法律分析：
地方政府在任命公安局长或者公安厅长的时候，要征得上级公安机关的同意。如果上级公安机关表示不同意，地方政府暂时不能提交人大提名，只有双方达到完全一致的意见，才能按照程序提交人大表决通过。
法律依据：
《公安机关组织管理条例》 第十七条 县级以上地方人民政府公安机关正职领导职务的提名，应当事先征得上一级公安机关的同意；县级以上地方人民政府公安机关副职领导职务的任免，应当事先征求上一级公安机关的意见。
