释义	法律分析：各单位基层党组织开展党建活动，必须坚持厉行节约、反对浪费的原则，统筹使用财政资金和党费，结合党建工作要求和机关工作实际，按年度编制计划，实行审批备案管理。法律依据：《中央和国家机关基层党组织党建活动经费管理办法》第七条各单位基层党组织根据党建工作需要，临时增加使用财政资金开展的党建活动，应当报单位机关党委和财务部门批准。第八条各单位应当于每年3月31日前按党组织隶属关系，将党建活动计划分别报中央直属机关工委、中央国家机关工委备案。
