法律分析:
按照以下的流程开增值税发票：首先打开开票系统里的发票填开，其次选择购货方的名称、识别号、地址电话、开户行和账号，然后选择货物的名称，有规格型号的话再选择具体型号即可。最后，核对价税合计，准确无误后方可打印。从计税的原理上来说，增值税是对商品的整个生产链中来说，从最开始的生产到最后的销售环节和服务的新增价值或者是商品的附加值来征收的一种流转税。由消费者承担的是实行价外税，有增值税，没有增值不征税。增值税是对销售货物或者是提供加工等劳务进行的增值额征收的一种税种。因为商品的生产和流通的中商品的价值或者是附加值是很难用数字表现出来的。所以我国也采用国际上的税款抵扣的方法。依据销售商品或者是劳务的销售额，按照规定的税率，扣除计算出销项税。该商品或者劳务时所支付的增值税款其中的差额就是增值部分，这也就是增值税即所应该缴纳的税额。

《中华人民共和国增值税暂行条例》 第一条 在中华人民共和国境内销售货物或者加工、修理修配劳务（以下简称劳务），销售服务、无形资产、不动产以及进口货物的单位和个人，为增值税的纳税人，应当依照本条例缴纳增值税。
