释义	自然人可以随母姓也可以随父姓，孩子可以改随母亲姓，18周岁以下的公民姓名变更由其父母决定。年满18周岁的公民因实际需要须变更姓名的，由本人提出申请，但只能更改一次。具体的流程以及材料要求可以咨询户籍所在地的公安部门。对公民变更民族成分的，有关部门已多次明文规定不得随意予以更改，如确实属于某种原因造成错误需要纠正的，应提供原始的权威户籍资料或有关证明文件方可予以更改。
