释义	有营业执照满一年，孩子可以就近上学。工商行政规定，未按规定期限公示年度报告的企业，工商机关会将其载入经营异常名录，并处罚款。超过三年未年报的企业，将会纳入严重违法企业“黑名单”。纳入异常名录后，企业将无法变更、注销、转股，对外合作时，社会公众可随时查看到该公司的异常情况。同时对法人、高管进行行政限制。法律依据：《中华人民共和国义务教育法》第五十条适龄儿童、少年应当免试入学，而且地方各级人民政府应当保障适龄儿童、少年在户籍所在地学校就近入学。
