问题	什么是出口退（免）税
释义	对出口产品退（免）税是指产品出口后退还（免征）产品在生产和流通环节交纳的增值税和消费税。即除了二种情况外，产品均可在报关出口离境并在财务上作销售后按有在规定予以退还增值税和消费税。这二种情况为： ①对来料加工复出口产品、避孕药品和用具、古旧图书、卷烟、军品以及军队系统企业出口军需工厂生产或军需部门调拨出口货物在生产时予以免征增值税、消费税； ②国家规定不予退还或免征增值税、消费税的出口产品，如原油、援外出口货物、国家禁止出口货物、糖等产品。
