法律分析：
1、国家电网对小区停电最长时间没有规定，但有规定提供24小时电力故障报修服务，对电力报修请求做到快速反应、有效处理2、且国家电网有规定如果是因计划检修需要停电时，应提前七天公告；如果因临时检修需要停电的，应提前24小时通知重要用户。3、引起停电的原因消除后应及时恢复供电，不能及时恢复供电的，应向客户说明原因。4、根据《民法典》规定因供电设施计划检修、临时检修、依法限电或者用电人违法用电等原因需要中断供电时应当事先通知用电人，否则造成用电人损失的，应当承担赔偿责任。5、根据《民法典》规定，因自然灾害等原因断电，供电人应当按照国家有关规定及时抢修;未及时抢修，造成用电人损失的，应当承担赔偿责任。

第九条 供电设施因计划检修需要停电时，应提前7天将停电区域、线路、停电时间和恢复供电的时间进行公告，并通知重要客户。供电设施因临时检修需要停电的，应提前24小时通知重要用户。
第二十条 故障抢修服务规范(一)提供24小时电力故障报修服务，对电力报修请求做到快速反应、有效处理；(二)加快故障抢修速度，缩短故障处理时间。有条件的地区应配备用于临时供电的发电车；(三)接到报修电话后，故障抢修人员到达故障现场的时限：城区45分钟、农村90分钟、边远地区2小时，特殊边远地区根据实际情况合理确定；(四)因天气等特殊原因造成故障较多不能在规定时间内到达现场进行处理的，应向客户做好解释工作，并争取尽快安排抢修工作或进行公告。

第六百五十二条 供电人因供电设施计划检修、临时检修、依法限电或者用电人违法用电等原因，需要中断供电时，应当按照国家有关规定事先通知用电人；未事先通知用电人中断供电，造成用电人损失的，应当承担赔偿责任。
第六百五十三条 因自然灾害等原因断电，供电人应当按照国家有关规定及时抢修;未及时抢修，造成用电人损失的，应当承担赔偿责任。
