释义	可以。可以在精神病没发作，意识清醒的情况下协议离婚，对于夫妻一方是间歇性精神病人，在其精神正常的时候是可以适用的，但前提条件是双方就子女抚养、财产分割、债务承担等达成一致的书面协议，然后双方同时到原婚姻登记机关申请离婚。法律依据：《民法典》第一千零七十六条夫妻双方自愿离婚的，应当签订书面离婚协议，并亲自到婚姻登记机关申请离婚登记。离婚协议应当载明双方自愿离婚的意思表示和对子女抚养、财产以及债务处理等事项协商一致的意见。
