《危险化学品重大危险源监督管理暂行规定》第二条
从事危险化学品生产、储存、使用和经营的单位（以下统称危险化学品单位）的危险化学品重大危险源的辨识、评估、登记建档、备案、核销及其监督管理，适用本规定。
城镇燃气、用于国防科研生产的危险化学品重大危险源以及港区内危险化学品重大危险源的安全监督管理，不适用本规定。
