释义	法律分析：计生证即计划生育服务证，是已婚妇女必须要办的证件。每年的妇检都需要拿着这个计生证去，才可以获得免费检查。就算暂时不打算生孩子的妇女，也是必须要办这个证。准生证是在女性怀孕3个月后，到计生部门加意见并在计生证上盖同意生育的公章就是所谓的准生证了。没有计生证，计生部门是不会盖章的。法律依据：《中华人民共和国人口与计划生育法》第二条我国是人口众多的国家，实行计划生育是国家的基本国策。
