外地人在金华补办身份证在公安机关办证部门进行补办。具体流程如下：
1、本人到居住地公安机关居民身份证异地受理点申请，填写《居民身份证异地受理登记表》，缴纳证件工本费。其中，申请换领的交验居民身份证，申请补领的交验居民户口簿或居住证；
2、异地受理点受理居民身份证换领、补领申请后，及时将受理信息传送至申请人户籍地公安机关，户籍地县级公安机关及时审核签发；
3、居住地公安机关接到经审核签发的制证信息后，在法定时限内完成制作与核验发放，申请人凭领证回执到受理点领取证件。换领证件的，领取新证时应当交回原证。

公民申请领取、换领、补领居民身份证，公安机关应当按照规定及时予以办理。公安机关应当自公民提交《居民身份证申领登记表》之日起六十日内发放居民身份证；交通不便的地区，办理时间可以适当延长，但延长的时间不得超过三十日。
公民在申请领取、换领、补领居民身份证期间，急需使用居民身份证的，可以申请领取临时居民身份证，公安机关应当按照规定及时予以办理。具体办法由国务院公安部门规定。
