释义	法律分析: 特种作业是指容易发生人员伤亡事故的作业，直接从事特种作业的人员称为特种作业人员。法律依据: 《特种作业人员安全技术培训考核管理规定》第一条为了规范特种作业人员的安全技术培训考核工作，提高特种作业人员的安全技术水平，防止和减少伤亡事故，根据《安全生产法》、《行政许可法》等有关法律、行政法规，制定本规定。第二条生产经营单位特种作业人员的安全技术培训、考核、发证、复审及其监督管理工作，适用本规定。有关法律、行政法规和国务院对有关特种作业人员管理另有规定的，从其规定。
