释义	法律分析：违法治安管理处罚条例的行为应当受到处罚，单纯违背公序良俗的行为会受到道德谴责。公序，指公共秩序，是指国家社会的存在及其发展所必需的一般秩序；良俗，指善良风俗，是指国家社会的存在及其发展所必需的一般道德。中国现行法因受前苏联的影响，未使用公序良俗等字样，而以“社会公共利益”、“社会公德”来表达出同样的精神。法律依据：《中华人民共和国民法典》第十条处理民事纠纷，应当依照法律；法律没有规定的，可以适用习惯，但是不得违背公序良俗。
