释义	法律分析：正常情况下，经手人一定是经办人。收据上有几个要签字的，出纳是收钱的人，如果你只是经办，但不收钱，那你就要签字在经手人处。如果事情不是你办的，钱你也没收到，那你什么字也不要签了。一般都是收钱的人签字的。法律依据：《中华人民共和国发票管理办法》第二十条销售商品、提供服务以及从事其他经营活动的单位和个人，对外发生经营业务收取款项，收款方应当向付款方开具发票。第三十六条未按照规定开具发票的，由税务机关责令限期改正，没收非法所得，可以并处一万元以下的罚款。
