法律分析：步骤一：
在线预申请：符合异地办证条件的非本市户籍居民申办出入境证件须先登陆北京市公安局网站(https://gaj.beijing.gov.cn)的“出入境管理办事大厅”进行预申请，通过后预约办理时间及地点并获取预受理号码。本人持预受理号码及相关申请材料于预约时间到预约受理地点“网上预申请受理”窗口递交申请。本市户籍居民可以选择网上预申请。
步骤二：填写申请表:
1、可网上预约在线打印申请表。
2、可凭二代居民身份证使用接待大厅自助填表机打印申请表。
3、可在网站(www.bjgaj.gov.cn民生服务表格下载出入境)下载申请表。
4、可在接待大厅或派出所咨询台现场领取申请表。
第三步、照相。可到接待大厅或派出所照相室现场采集电子制证照片。或登录“翼-拍照”互联网服务平台查询选择能够拍摄符合出入境证件照片要求的照相馆采集，并领取由照相馆打印的照片回执单。申请证件时须提交照片回执单。
第四步、申请递交申请材料。回答有关询问。采集指纹。领取《受理中国公民出入境证件申请回执单》
第五步、缴费。申请人应当于递交申请当日在受理申请的出入境接待大厅或派出所缴费窗口缴费或扫描《受理中国公民出入境证件申请回执单》好的二维码(当日有效)进行缴费。
第六步、取证。
法律依据：《中华人民共和国出境入境管理法》 第九条 中国公民出境入境，应当依法申请办理护照或者其他旅行证件。
中国公民前往其他国家或者地区，还需要取得前往国签证或者其他入境许可证明。但是，中国政府与其他国家政府签订互免签证协议或者公安部、外交部另有规定的除外。
中国公民以海员身份出境入境和在国外船舶上从事工作的，应当依法申请办理海员证。
