释义	禁止家庭成员间的虐待和遗弃。相关法律对家庭成员之间应履行的扶养义务作了规定。有负担能力而拒不履行扶养义务，就侵犯了年老、年幼、患病或者没有独立生活能力的人在家庭中的平等权利。法律依据《残疾人保障法》第六十五条，违反本法规定，供养、托养机构及其工作人员侮辱、虐待、遗弃残疾人的，对直接负责的主管人员和其他直接责任人员依法给予处分；构成违反治安管理行为的，依法给予行政处罚。
