释义	绑定人就是不是自己操作的，被绑定的人派旅镇就是医保保护绑定人。法律依据:《中华人民共和国城镇职工基本医疗保险条例》第十三条缴纳基本医疗保险费的工资总额的构成，按国家尘粗有关规定计算。用人单位缴纳的基本医疗保险费，按国家有关财务规定列支。基本医疗保险费不计入个人当期的工资收入,免征个人所得税。用人单位不得以为从业人员缴纳基本医疗保险费为由而降低其工资标准。
