释义	一、公众责任险是指什么 1、公众责任保险又称普通责任保险或综合责任保险，它以被保险人的公众责任为承保对象，是责任保险中独立的、适用范围最为广泛的保险类别。 2、所谓公众责任，是指致害人在公众活动场所的过错行为致使他人的人身或财产遭受损害，依法应由致害人承担的对受害人的经济赔偿责任。 3、公众责任的构成，以在法律上负有经济赔偿责任为前提，其法律依据是各国的民法及各种有关的单行法规制度。此外，在一些并非公众活动的场所，如果公众在该场所受到了应当由致害人负责的损害，亦可以归属于公众责任。
