释义	法律分析：借条属于债权，是可以转让的。只要通知债务人,转让就发生法律效力。依据我国民法典的规定，债权人是可以将债权转让给其他人的，而转卖借条是属于债权转让的行为，债权人通知债务人即可。法律依据：《中华人民共和国民法典》第五百四十七条债权人转让债权的，受让人取得与债权有关的从权利，但是该从权利专属于债权人自身的除外。受让人取得从权利不因该从权利未办理转移登记手续或者未转移占有而受到影响。
