释义	法律客观：承包商往往将工程监理当作质检员,限制了工程监理在控制工程质量中的作用;工程监理的范围狭隘,监理应贯穿于建筑工程施工建设的始终,并且根据其发现的问题提出可行性的建议,从而保证工程顺利进行。项目法人(或建设单位)应在工程开工前到相应的水利工程质量监督机构办理监督手续，签订《水利工程质量监督书》，同时提交以下材料：(一)工程项目建设审批文件;(二)项目法人(或建设单位)与监理、设计、施工单位签订的合同(或协议)副本;(三)建设、监理、设计、施工等单位的基本情况和质量管理体系等资料。
