释义	法律分析：企业重组不一定是要破产。企业重组,是对企业的资金、资产、劳动力、技术、管理等要素进行重新配置,构建新的生产经营模式,使企业在变化中保持竞争优势的过程。如果重组成功的,则企业可以继续经营;如果重组失败的,则企业可能会转入破产程序。法律依据：《公司法》第一百八十七条，清算组在清理公司财产、编制资产负债表和财产清单后，发现公司财产不足清偿债务的，应当依法向人民法院申请宣告破产。公司经人民法院裁定宣告破产后，清算组应当将清算事务移交给人民法院。
