释义	人民警察判明有下列暴力犯罪行为的紧急情形之一，经警告无效的，可以开枪：一、放火、决水、爆炸等严重危害公共安全的；二、劫持航空器、船舰、火车、机动车或者驾驶车、船等机动交通工具，故意危害公共安全的。法律依据: 《中华人民共和国人民警察使用警械和武器条例》第二条人民警察制止违法犯罪行为，可以采取强制手段；根据需要，可以依照本条例的规定使用警械；使用警械不能制止，或者不使用武器制止，可能发生严重危害后果的，可以依照本条例的规定使用武器。
