网上竞价投标流程 |

流程如下：
1、比价采购中的比价环节。一般采购金额较小（通常5万以下）会采购比价的方式进行采购，邀请三家以上的供应商进行报价，然后由采购人员通过比价表的形式（或线上自动生成比价表）进行比价，对于报价较优（包括价格、付款以及技术标的综合评定）两家进行商务洽谈，可以通过电话议价（必须有审计或监察现场监督）进行谈判，也可以邀约供应商至现场进行谈判（同时邀请相关部门人员参与，一般是需求部门和监察），以洽谈的最优结果进行定标即可；
2、招投标中的开标环节。一般采购金额较大（5万以上）的物资设备，一般会进行招投标。在招投标开完技术标后，将技术标合格的供应商逐个邀进开标室进行商务标的洽谈，也就是议价，对于价格差距较大的或者背离市场价的必须现场让厂家确认并签字、盖章确认。
电子竞价的好处
1、针对买家
电子竞价为采购专业人员的产品提供有竞争力的价格，让供应商直接相互竞争，看看谁能提供最低的价格。它还简化了采购流程，节省了时间，因为每个供应商都不需要提交完整的提案。
2、针对供应商
电子竞价往往是开放的，允许较小的企业在此过程中竞争，这反过来也使供应商能够在新的行业中竞争。中标可以带来更多的业务，因为大多数买家都会从现有供应商那里采购“非核心”产品。

邀请招标，是指招标人以投标邀请书的方式邀请特定的法人或者其他组织投标。
