释义	法律分析：在违法行为发生后的两年内，对该违法行为有管辖权的行政机关未发现这一违法行为，在两年后，无论何时发现了这一违法行为，对行为人不能再给予行政处罚。两年的期限从行为发生之日起计算，行为发生日指违法行为完成日或停止日。违法行为有连续或继续状态的，自行为终了之日起计算。法律依据：《中华人民共和国行政处罚法》第二十九条违法行为在二年内未被发现的，不再给予行政处罚，法律另有规定的除外。
