释义	若房东与租户没有约定，则物业费应由房东承担。房屋的所有权人是房东，即房东就是业主，是物业的所有权人。因此与物业所签订的合同中，房东才是合同的一方而并非房屋的租户。租户和开发商、物业公司并没有直接关系。法律依据《物业管理条例》第四十一条，业主应当根据物业服务合同的约定交纳物业服务费用。业主与物业使用人约定由物业使用人交纳物业服务费用的，从其约定，业主负连带交纳责任。已竣工但尚未出售或者尚未交给物业买受人的物业，物业服务费用由建设单位交纳。
