释义	法律分析：临床输血管理办法所称临床用血包括使用全血和成份血。法律依据：《医疗机构临床用血管理办法》(试行) 第一条根据《中华人民共和国献血法》第十六条规定，制定本办法。第二条本办法所称临床用血包括使用全血和成份血。医疗机构不得使用原料血浆，除批准的科研项目外，不得直接使用脐带血。第三条县级以上人民政府卫生行政部门负责对所辖医疗机构临床用血的监督管理。第四条医疗机构临床用血应当遵照合理、科学的原则，制定用血计划，不得浪费和滥用血液。
