释义	法律分析：新国标将时速超过20公里、重量超过40公斤的电动车纳入机动车管理范畴，与会各方达成共识，国家标准委将及时梳理和调整相关国家标准，保持国家标准之间的一致性。法律依据；《中华人民共和国道路交通安全法》第三十五条已经明文规定了“机动车、非机动车实行右侧通行。对逆向行驶的非机动车辆，交通管理部门可第八十九条行人、乘车人、非机动车驾驶人违反道路交通安全法律、法规关于道路通行规定的，处警告或者五元以上五十元以下罚款机动车驾驶人拒绝接受罚款处罚的，可以扣留其非机动车”给予处罚。
