村村民委员会成员必须由村民选举，聘用的干部不算村委成员。
法律依据:
《中华人民共和国村委会选举法》
第二条 村民委员会选举工作，应当有利于社会稳定，有利于调动村民参与民主管理的积极性，有利于促进农村经济发展和社会进步。
第三条 村民委员会每届任期三年，其成员可连选连任。
第四条 年满十八周岁的村民，除依法被剥夺政治权利的外，均有选举权和被选举权。
