释义	普通公民仅仅是参与网络赌博的话，是不构成刑事犯罪的，但是构成行政违法，会受到罚款或者行政拘留，具体的处罚根据情节严重判断。普通公民因参与网络赌博导致银行卡被冻结是可以解冻的，公安机关为何会冻结银行卡。那么冻结之后，只要证明被冻结的部分不是赌资和其它违法所得，那么向公安机关提供相应证明材料进行申诉，一般是能够解冻。
