法律分析：
收发涉密载体应当履行到省政府国家安全局申报登记手续的要求。收发和传递涉密载体有以下保密要求：（1）收发涉密载体，应当履行清点、登记、编号、签收手续。（2）传递涉密载体，要通过机要交通或机要通信部门，不得通过普通邮政、快递等无保密措施的渠道传递；指派专人传递时，要选择安全的交通工具和交通路线，并采取安全保密措施；设有机要文件交换站的城市，在市内传递机密级、秘密级涉密载体，可以通过机要交换站进行。向驻外机构传递涉密载体，应当按照有关规定履行审批手续，通过外交信使传递。

《中华人民共和国保密法》 第九条 下列涉及国家安全和利益的事项，泄露后可能损害国家在政治、经济、国防、外交等领域的安全和利益的，应当确定为国家秘密：
1、国家事务重大决策中的秘密事项；
2、国防建设和武装力量活动中的秘密事项；
3、外交和外事活动中的秘密事项以及对外承担保密义务的秘密事项；
4、国民经济和社会发展中的秘密事项；
5、科学技术中的秘密事项；
6、维护国家安全活动和追查刑事犯罪中的秘密事项；
7、经国家保密行政管理部门确定的其他秘密事项。
