释义	法律分析：境内机构之间的外汇划转，应当遵守本规定。境内金融机构之间的外汇拆借、资金清算等外汇划转，由国家外汇管理局另行规定。法律依据：《境内外汇划转管理暂行规定》第一条为规范境内外汇划转行为，根据《中华人民共和国外汇管理条例》第七条的规定，特制定本规定。第二条本规定所称“外汇划转”是指境内机构之间通过经营外汇业务的金融机构（以下简称“金融机构”）办理的外汇汇款、转帐等行为。
