社保每月接受减员办理的时间是每月的月初到15日。要注意以下几点：企业员工参保人员的增减变动要在每月的月初到15日内到养老保险中心办理手续。办理参保人员减少要带身份证和解除劳动关系证明材料。单位填写增加变动表，到区养老保险中心的大厅办理手续。社保减员增员是单位或公司在本单位社保系统里面增加一个人给其缴纳社保就是增员，减少去除一个人不再为其缴纳社保就是减员。企业社保增员只能由企业社保专管员在专门的线上平台进行办理。
新增员工社保参保需要哪些材料？
1、录用人员身份证原件或复印件;
2、失业职工提供《失业证》或《劳动和社会保障手册》原件;
3、《录用人员登记备案花名册》一式二份(失业职工一式三份);
4、《录用人员登记表》一份;
5、劳动合同书;
6、《劳动合同信息管理报表》电子档;
7、一寸照片一张。
法律依据：
《中华人民共和国社会保险法》 第五十八条 用人单位应当自用工之日起三十日内为其职工向社会保险经办机构申请办理社会保险登记。未办理社会保险登记的，由社会保险经办机构核定其应当缴纳的社会保险费。
自愿参加社会保险的无雇工的个体工商户、未在用人单位参加社会保险的非全日制从业人员以及其他灵活就业人员，应当向社会保险经办机构申请办理社会保险登记。
国家建立全国统一的个人社会保障号码。个人社会保障号码为公民身份号码。
