释义	法律分析：不可以。公告送达，是指法院以张贴公告、登报等办法将诉讼文书公诸于众，经过一定时间，法律上即视为送达的送达方式。法律依据：《中华人民共和国民事诉讼法》第八十六条受送达人或者他的同住成年家属拒绝接收诉讼文书的，送达人可以邀请有关基层组织或者所在单位的代表到场，说明情况，在送达回证上记明拒收事由和日期，由送达人、见证人签名或者盖章，把诉讼文书留在受送达人的住所；也可以把诉讼文书留在受送达人的住所，并采用拍照、录像等方式记录送达过程，即视为送达。
