释义	法律分析：典当行牌照是由商务部审批。法律依据：《典当管理办法》第十五条收到设立典当行或者典当行申请设立分支机构的申请后，设区的市(地)级商务主管部门应当报省级商务主管部门审核，省级商务主管部门将审核意见和申请材料报送商务部，由商务部批准并颁发《典当经营许可证》。省级商务主管部门应当在收到商务部批准文件后5日(工作日，下同)内将有关情况通报同级人民政府公安机关。省级人民政府公安机关应当在5日内将通报情况通知设区的市(地)级人民政府公安机关。
