法律分析:
50人以上活动的单位要严格履行相关手续，制定疫情防控工作方案和应急预案，并向主管部门报备，对不符合疫情防控和安全要求的活动原则上不予批准。
法律依据:
《大型群众性活动安全管理条例》
第三条 大型群众性活动的安全管理应当遵循安全第一、预防为主的方针，坚持承办者负责、政府监管的原则。
第四条 县级以上人民政府公安机关负责大型群众性活动的安全管理工作。
县级以上人民政府其他有关主管部门按照各自的职责，负责大型群众性活动的有关安全工作。
