农村建设用地使用权可以转让吗?

法律分析:
农村建设用地的使用权是允许转让的,且受法律保护,属于合法转让,但前提是受让方拿到了乡村建设规划许可证,如果双方私下进行转让,且受让人没有拿到农村建设规划许可证,政府有权将土地收回。
法律依据:
《中华人民共和国民法典》 第二百零九条 不动产物权的设立、变更、转让和消灭,经依法登记,发生效力;未经登记,不发生效力,但是法律另有规定的除外。
依法属于国家所有的自然资源,所有权可以不登记。
