不一定，要看最后修改的成品如何，能否达到终审的要求。一般进入终审的话，退稿概率极低。
法律依据:
《中华人民共和国著作权法》 第三十二条 著作权人向报社、杂志社投稿的，自稿件发出之日起十五日内未收到报社通知决定刊登的，或者自稿件发出之日起三十日内未收到杂志社通知决定刊登的，可以将同一作品向其他报社、杂志社投稿。双方另有约定的除外。 作品刊登后，除著作权人声明不得转载、摘编的外，其他报刊可以转载或者作为文摘、资料刊登，但应当按照规定向著作权人支付报酬。
