释义	法律分析：占用林地是国家因勘察设计、修筑工程设施、开采矿藏等基本建设的需要，占有使用全民所有的林地。法律依据：《占用征用林地审核审批管理规范》第一条国务院批准或同意的建设项目，国家和省级重点建设项目，国务院有关部门、国家计划单列企业、省级人民政府批准的国防、交通、能源、水利、农业、林业、矿山、科技、教育、通讯、广播电视、公检法、城镇等基础设施(以下简称基础设施)建设项目，原则上可以占用征用(含临时占用，下同)各类林地。
