释义	一般情况下,办残疾证一个月之内就可以办理下来。凡残疾人本人从事手工业、商业、服务业、修理业等，规模较小的，登记费、个协会费、管理费减半收取。规模较大(雇用帮手)的，管理费按核定标准90%收取，个协会费适当收取。法律依据：《中华人民共和国残疾人保障法》第十三条对在社会主义建设中做出显著成绩的残疾人，对维护残疾人合法权益、发展残疾人事业、为残疾人服务做出显著成绩的单位和个人，各级人民政府和有关部门给予表彰和奖励。
