释义	债权人并不是指借钱的人，而是出借款项的人，将钱借出的人；借款人指的是债务人，承担偿还借款的责任。债权人有权要求债务人在合理期限内返还借款本金及利息，在规定的时间内不返还的，债权人有权向人民法院提起诉讼。法律依据：《中华人民共和国民法典》第六百七十五条借款人应当按照约定的期限返还借款。对借款期限没有约定或者约定不明确，依据本法第五百一十条的规定仍不能确定的，借款人可以随时返还；贷款人可以催告借款人在合理期限内返还。
