退休人员异地住院医保报销流程如下：
1、到自己原所在医疗保险机构去，说明情况，领取医疗保险退休异地安置人员登记表，并且复印几份复印是防备填错了还有备用的表格；
2、到现在居住地的医疗保险机构，在他们的指导下填好上述的医疗保险退休异地安置人员登记表表上要填几家指定的医院，并盖公章；
3、再拿到自己退休前的工作单位盖章；
4、再把上述的登记表交给原医疗保险机构审核。
需要的资料：
1、医保卡原件及正、反面复印件；
2、住院发票原件加盖医疗机构的收费业务用章；
3、住院明细汇总清单；
4、就医医疗机构盖章的诊断证明材料；
5、住院病历首页或入院记录；
6、出院小结复印件加盖医疗机构病历档案管理专用章。
综上所述，通过审核以后，在居住地就医所花的费用就可以凭医院出具的报销发票和身份证报销了。

《中华人民共和国社会保险法》第二十八条
符合基本医疗保险药品目录、诊疗项目、医疗服务设施标准以及急诊、抢救的医疗费用，按照国家规定从基本医疗保险基金中支付。
第二十九条
参保人员医疗费用中应当由基本医疗保险基金支付的部分，由社会保险经办机构与医疗机构、药品经营单位直接结算。
社会保险行政部门和卫生行政部门应当建立异地就医医疗费用结算制度，方便参保人员享受基本医疗保险待遇。
