释义	法律分析：没有办理木材采伐证而运输的木炭是属于违法行为，违反了《森林法》。法律依据：《中华人民共和国道路运输条例》第二十五条货运经营者不得运输法律、行政法规禁止运输的货物。法律、行政法规规定必须办理有关手续后方可运输的货物，货运经营者应当查验有关手续。第六十四条不符合本条例第九条、第二十二条规定条件的人员驾驶道路运输经营车辆的，由县级以上道路运输管理机构责令改正，处200元以上2000元以下的罚款；构成犯罪的，依法追究刑事责任。
