释义	扣分不一定是扣车主，要根据实际情况来决定。当场抓到的，受到惩罚的就是开车的人。未当场抓到，但被监控摄像头或其余渠道捕捉到的，扣驾照积分扣除的是车主的积分。如果在一个记分周期内扣分少于12分，只要交了罚款，就没有必要处理。法律依据：《中华人民共和国道路交通安全法》第八十九条行人、乘车人、非机动车驾驶人违反道路交通安全法律、法规关于道路通行规定的，处警告或者五元以上五十元以下罚款。非机动车驾驶人拒绝接受罚款处罚的，可以扣留其非机动车。
